Talent philosophy
Regardless of experience and qualifications, virtue always goes first followed by abilities and talents. The able get promoted; the moderate give up while the mediocre get demoted so that we can make the most of talents.
Employees with both virtue and talents will be particularly promoted; those with virtue but without talents will work after trained, those with talents but without virtue will work by restriction, and those without virtue and talents will be dismissed without exception.
